a few technical queries

A question regarding CC16330 (Ultraheat Hampton Single Panel Radiator Towel Rail 700mm High x 730mm Wide)

Does this radiator have fins behind the front panel for convection, does it come complete with enclosure (top panel and side assemblies) and is the chrome rail part of the radiator (does it fill with water and get warm , or is it just a hollow section)

I have checked with Ultra and thr radaitor does have a convector on the back of the radiator.
